Do soils underlain by limestone rock everywhere contain large amounts of lime?

No.
I know on our own farm, we have large amounts of exposed limestone but our soils need quite a bit of lime. We have a lot of phosphate in our soils but it's unavailable. The phosphate is "locked up" by the acidic soil.
