Is it economical to feed a cow grain during the dry period?

I would say no, provided she is in "good rig" meaning she is sleek and healthy. The grain will make the calf grow, possibly causing birthing problems. Im thinking a forage diet of grass or dry hay will sustain her in good shape for calving.

Yes.

I would think they are assuming the farmer would be raising his own grain.
