Has anyone used a propane tank heater with a fiberglass tank? Wondering if the heat from the heater was to much for fiberglass, that's right next to it.

I would be more concerned about the weight of them hanging on the edge. The way they mount is to sit on top of the rim and then squeeze the side with 2 bolts. This puts about 1/3 of the weight above the mount and 2/3 below. I think this would put a lot of tork on the fiberglass side. Heat wise as long as your tank is deep enough that it would not rest on the bottom I think you would be ok since the burner portion goes out into what is essentially the toe of the boot in the water heater.(Heater is shaped like a big metal boot)
