I'm looking at buying an old buckboard. The bolts holding the wheels onto the axles are tight, but the wheels still wobble a bit on the axles. The wheels themselves look solid. Is this a deal breaker? Any ideas on the cause and if it's fixable?

I just watched a utube video this am from Doug Hanson of Hanson Wheel and Wagon. He was demonstrating replacing a wagon wheel. As he finished he showed that even with the nut tight the wheel has a little side to side slop. He indicated it was room for grease in there. The video is on the Hanson wheel website.
