I’m wanting to build a cart for a single horse. The question I have is, will the measurements for Haflingers work for quarter horses?

I think that would work. I have one that I have used from Belgium Mules down to 450 lbs ponies the main thing is the length of the shaves should be to the point of the shoulders, and wide enough so the horse don't rub sores on them. you should be ready to go.

That is kind of hard question to answer. Older Haflingers were in the 1 hd range, but many are breeding them bigger, 14 +Hd. Qtr horses are 14-15.5 sometimes bigger. If building out of bicycle wheels you will want 24-26". Old Motorcycle wheels are better/stronger, but most smaller ones have metric hole in the center.

The things that differs will be the height of your seat, the length of you shafts and how high they are.

The main things I need is what the length and width of the shafts should be. Look at a pioneer catalog and that why I thought their haflinger size might work.
