While watching the 2016 Horse Progress Days forage harvesting demos I saw what appeared to be a ground driven rotary tedder. Does anyone have information on the make or manufacturer of this machine? I've seen the ground driven parallel bar tedders, but never a rotary one. Any information would be greatly appreciated.

I tried to zoom in on the photo you posted. The tedder appears to have a PTO shaft, so maybe the forecart has a ground driven PTO. A truck axle turned back can provide direct rotary action.

I&J also makes two ground driven PTO carts. Could one of those have been used in the video you watched?
