Who was it that first referred to the dairy cow as the foster mother of the world?

Govenor Louden


Now, I'm having a hard time finding a record for a "Govenor Louden" ever having said this. I did find a reference to a "Governor Frank O. Lowden" of Illinois having used the phrase in a speech in 1927. The hitch is that a movie about the value of dairy cattle called "The Foster Mother of the World" came out in 1920. So, I'm not sure which came first here, but the book says only "Govenor Lowden".

Most of the Loudens in my area were in the tops of big barns carrying hay...LOL
