Bureau of Chemistry and Soils.
I had to look this one up. The Bureau of Chemistry and Soils was transferred to the Bureau of Plant Industry in 1938, In 1942 it became the Bureau of Plant Industry, Soils, and Agricultural Engineering, becoming part of the Agricultural Research Administration. In 1952 the soil survey program transferred to the Soil Conservation Service (SCS). In 1994 the name changed to Natural Resources Conservation Service.

I made a mistake on my previous answer. In 1942,the bureau changed it's name to Bureau of Plant Industry, Soils, and Agricultural Engineering, and became part of the Agricultural Research Administration. I'm not completely awake yet!
