At about what temperature are coal and oil burning brooders commonly operated, at the start with baby chicks, when thermometer is at outer edge of hover with bulb two inches from the floor?

Between ninety and one hundred degrees Fahrenheit depending upon the weather and the condition of the chicks. This temperature is lowered as rapidly as conditions permit.
