Bob, I cannot help you with your first question, since I never had the D-ring harness. In regards to the tongue also called pole, it is advisable not to have it too low, like one can see it with many teams, since this hinders the movement. It should be somewhere between the "elbow" and the point of shoulder if it is a stiff tongue, meaning it is not hinged, and not much lower than the elbow if it is hinged.Often one can see tongues at the height of the carpal joint( colloquially known as knee, even though anatomically it corresponds with our wrist!) That is much too low! The pole also definitely has to be long enough that the neck-yoke doesn't bang against the front legs or into the mouths of the horses if one uses a neck-yoke.

Bob, not familiar with the front of the d ring harness, but you need to lengthen your tongue to get your tugs tight. I drive drafts and quarter horses with the same sleigh or wagon with the same length tongue, I just use more tug chain for thr quarter horses at 15 hands . Also wondering how high your tongue is at the wagon. Good luck.
