Does the phosphorus and potassium of fertilizers all remain soluble in the soil?

Don't know about potassium, but a person can put phosphate loaded pulverized rocks on as fertilizers and it will slowly release into the soil. Treat it with acid and it will release pretty fast. My memory doesn't serve me well at present, but I thought it was sulfuric acid which made super phosphate. Many years ago, we bought a whole train box car of phosphate loaded rock and put that on alfalfa fields. We didn't get near the hay production.
