mastering commands

What is the best way to know when a command has been mastered and the animal is ready for the next command?

When the animal responds accordingly and in different locations.
The idea is, teach something new in familiar surroundings , when it is mastered there , go to new surroundings and apply it there ,before you teach something new again within familiar surroundings.

And after you work on learning a new command, close with reviewing the mastered commands so they always end with success and praise.
